What Clause 6.1.2 Actually Requires

Clause 6.1.2 sits at the heart of ISO 14001. It is the point where an organisation stops talking about the environment in general terms and starts identifying what it actually does that affects the environment, and how significant those effects are. Get this right and the rest of your Environmental Management System has a solid foundation. Get it wrong and everything downstream, from objectives to operational controls to audit findings, becomes disconnected from reality.

The clause requires an organisation to determine the environmental aspects of its activities, products, and services that it can control or influence, taking into account a lifecycle perspective. It then requires the organisation to determine which of those aspects have or can have significant environmental impacts. The results must be documented and kept up to date. That is the clause in plain terms. But the practical application is where most organisations and auditors need to focus their attention.

Understanding Environmental Aspects and Impacts

Before you can apply Clause 6.1.2 correctly, you need to be clear on what these two terms mean and how they relate to each other.

What Is an Environmental Aspect?

An environmental aspect is an element of an organisation's activities, products, or services that interacts or can interact with the environment. Think of it as the cause. Examples include the combustion of diesel fuel in company vehicles, the discharge of trade waste to sewer, the use of refrigerants in air conditioning systems, the generation of cardboard waste, or the consumption of mains water in manufacturing processes.

Note that aspects can be associated with normal operating conditions, abnormal conditions such as start up and shut down, and emergency situations. A common mistake organisations make is only documenting aspects under normal operations and ignoring what happens during a spill, equipment failure, or emergency shutdown. Auditors will check for this, and the absence of abnormal and emergency condition aspects is a finding that comes up regularly in certification audits.

What Is an Environmental Impact?

An environmental impact is any change to the environment, whether adverse or beneficial, that results wholly or partly from an environmental aspect. The impact is the effect. Diesel combustion is the aspect. Air quality degradation and greenhouse gas emissions are the impacts. Trade waste discharge is the aspect. Contamination of receiving waterways is the impact. The relationship is always aspect causes impact.

One thing worth noting is that impacts can be positive as well. Organisations sometimes overlook beneficial impacts, such as reduced water consumption through recycling or habitat improvement through revegetation. Including beneficial impacts gives a more complete picture and demonstrates genuine environmental thinking rather than a compliance exercise.

The Lifecycle Perspective Requirement

ISO 14001 requires organisations to take a lifecycle perspective when determining environmental aspects. This does not mean you need to conduct a full lifecycle assessment for every product or service. What it does mean is that you need to consider environmental aspects and impacts beyond the boundaries of your own site or operations.

For a manufacturer, this means thinking about raw material extraction and procurement, transportation of inputs, the manufacturing process itself, use of the product by the customer, and end of life disposal or recycling. You do not need to control all of these stages. The standard distinguishes between aspects you can control and aspects you can only influence. Both need to be considered, but the depth of your response will differ.

In practical terms, a construction company might consider the environmental aspects associated with the materials it specifies, not just the construction activities on site. A cleaning services company might consider the formulation and packaging of the chemicals it purchases. This is where the lifecycle perspective adds genuine value rather than being a box to tick.

How to Conduct an Aspects and Impacts Assessment

There is no single prescribed method for conducting an aspects and impacts assessment. ISO 14001 deliberately avoids mandating a specific approach, which gives organisations flexibility but also means there is significant variation in quality. Here is a practical approach that works across most sectors.

Step 1: Map Your Activities, Products and Services

Start by listing the activities, products, and services within the scope of your EMS. Group them logically, by site, by department, by process, or by product line. The goal is to make sure nothing significant is missed. For a manufacturing operation, this might include receiving and warehousing, production lines, quality testing, maintenance, packaging, dispatch, and office activities. Do not forget site services such as grounds maintenance, canteen operations, and car parking.

Step 2: Identify Aspects for Each Activity

For each activity or group of activities, identify the environmental aspects. Work through the relevant environmental media: air, water, land, natural resources, flora, fauna, and community amenity. Ask what the activity releases, consumes, generates, or disturbs. Consider normal, abnormal, and emergency conditions for each activity.

A useful technique is to use a simple table with columns for activity, aspect, associated impact, condition (normal, abnormal, emergency), and whether the aspect is controlled or influenced. Step 3: Determine Significance

This is the step where most organisations either do good work or fall into compliance theatre. Determining significance requires a consistent, documented methodology. Common criteria include:

  • The scale and severity of the impact
  • The probability or frequency of occurrence
  • The duration of the impact
  • The sensitivity of the receiving environment
  • Legal and regulatory obligations associated with the aspect
  • Stakeholder concerns, including community and regulatory expectations
  • The organisation's ability to influence the aspect

Organisations typically assign scores to each criterion and calculate an overall significance score. Aspects above a defined threshold are classified as significant. The threshold and scoring methodology should be documented so the process is repeatable and defensible. If two different people apply the methodology to the same aspect and reach very different conclusions, the methodology is not robust enough.

A critical point: the standard does not require you to use a numerical scoring system. What it requires is a consistent approach that produces a defensible result. Some organisations use qualitative criteria with defined descriptions for high, medium, and low ratings. That is perfectly acceptable provided it is applied consistently.

Step 4: Review Legal and Other Requirements

Aspects that are subject to legal obligations should be flagged during this step. An aspect might not score highly on environmental impact but still be significant because it is regulated. Licence conditions, environment protection policies, and industry codes of practice can all drive significance. This is where Clause 6.1.2 links directly to Clause 6.1.3, which deals with compliance obligations.

Step 5: Document and Communicate the Results

The standard requires documented information as evidence that the process has been carried out. The aspects and impacts register is the primary output. It should identify significant aspects clearly, because these will drive your environmental objectives under Clause 6.2 and your operational controls under Clause 8.1.

Significant aspects also need to be communicated to relevant personnel. Workers who operate processes associated with significant aspects need to understand what those aspects are and why they matter. This connects Clause 6.1.2 to the awareness requirements under Clause 7.3.

Common Mistakes Organisations Make

Having conducted hundreds of external ISO certification audits, the same weaknesses in aspects and impacts assessments appear repeatedly. Here are the most common ones and what to do about them.

Treating the Register as a One Off Exercise

Aspects and impacts registers go stale. Organisations complete the exercise for initial certification and then leave the register untouched for years. New activities are introduced, processes change, chemicals are substituted, new sites are added, and none of it is reflected in the register. The standard requires the register to be updated when changes occur. Build a review trigger into your change management process so that any significant operational change prompts a review of the relevant aspects.

Documenting Aspects at Too High a Level

Generic entries like “fuel use” or “waste generation” without any specificity make the register difficult to use and difficult to audit. An auditor cannot verify that you have considered all relevant aspects when the entries are vague. Be specific. Instead of “fuel use,” document “combustion of LPG in forklift fleet, production area” and “combustion of diesel in company vehicles, transport operations.” This level of specificity makes the register genuinely useful for managing environmental performance.

Failing to Include Indirect Aspects

Many organisations focus exclusively on direct aspects, things happening on their own site, and ignore indirect aspects they can influence through procurement decisions, contractor management, or product design. The lifecycle perspective requirement specifically addresses this. If you are a significant purchaser of a material with known environmental impacts, that is an aspect you can influence even if you cannot control it.

Disconnecting Significant Aspects from Objectives and Controls

The most serious systemic failure is when an organisation identifies significant aspects but then sets environmental objectives and operational controls that have no relationship to those aspects. Auditors will trace the connection from significant aspect to objective to operational control. If that chain is broken, it is a nonconformity. The aspects and impacts assessment should drive the rest of the EMS, not sit in isolation as a documentation exercise.

What Auditors Check Under Clause 6.1.2

When auditing Clause 6.1.2, an experienced auditor will look for evidence across several dimensions. Understanding what auditors look for helps both internal auditors conducting their own assessments and organisations preparing for certification audits.

Completeness of the Register

Does the register cover all activities, products, and services within the EMS scope? Are abnormal and emergency conditions included? Has the lifecycle perspective been applied? The auditor will compare the register against what they observe on site and what they learn through interviews. Gaps between the register and observed activities are a common finding.

Robustness of the Significance Methodology

Is the significance methodology documented? Is it applied consistently? Could a different person apply the same methodology and reach the same conclusions? The auditor will test this by asking the environmental manager to walk through the significance determination for a sample of aspects. If the explanation is inconsistent or relies on undocumented judgement calls, that raises questions about the reliability of the whole assessment.

Currency of the Register

When was the register last reviewed? Has it been updated to reflect recent changes? The auditor will look at the revision history and cross reference it against changes in operations, new equipment, new chemicals, or new sites. A register that has not been reviewed in two or three years is almost certainly out of date.

Linkage to Objectives and Controls

Are significant aspects driving environmental objectives? Are operational controls in place for significant aspects? The auditor will trace at least a sample of significant aspects through to the relevant objectives and controls. This audit trail is one of the most important verification steps in an ISO 14001 audit.

Aspects and Impacts in the Context of ISO 14001:2026

The 2026 revision of ISO 14001 has introduced changes that affect how organisations approach aspects and impacts. Climate change considerations have been elevated, and there is greater emphasis on the relationship between environmental aspects and broader sustainability commitments. Organisations transitioning from the 2015 edition will need to review their aspects and impacts registers to ensure they capture climate related aspects adequately, including both the organisation's contribution to climate change through emissions and the potential impacts of climate change on the organisation's operations and environment.

Practical Tips for Internal Auditors

If you are an internal auditor preparing to audit Clause 6.1.2, here is a practical approach to structuring your audit.

Start by reviewing the aspects and impacts register before the audit. Understand the scope, the methodology, and which aspects have been determined to be significant. Then, during the audit, select two or three significant aspects and trace them through the system. Ask the environmental manager how the significance determination was made, what operational controls are in place, and whether there are environmental objectives linked to those aspects.

Walk the site with the register in hand. Look for activities that are not reflected in the register. Ask workers in operational areas what they do with waste, what chemicals they use, and what happens if there is a spill. Their answers will tell you whether awareness is genuine or whether the EMS exists only on paper.

Ask specifically about abnormal and emergency conditions. How does the organisation manage aspects during plant start up, maintenance shutdowns, or equipment failures? If the answer is vague or the register does not address these conditions, you have found a gap worth documenting.

Finally, check the review history. When was the register last updated? What triggered that update? If the register has not been reviewed since the last certification audit, that is a concern worth raising.

Building Auditor Competence in Environmental Management

Auditing Clause 6.1.2 effectively requires more than familiarity with the standard. It requires an understanding of environmental science fundamentals, industry specific environmental risks, and the regulatory context in which the organisation operates. An auditor who does not understand what makes a receiving environment sensitive, or what constitutes a significant discharge to waterway, will struggle to evaluate the adequacy of an aspects and impacts assessment.
